Spring Time Deck Maintenance  Tips

Winter weather can test a decks ability to stay weathertight. Cold nites, warm days cause a lot of movement, especially with water around. Take a few minutes now to make sure your deck stays weather tight with these tips.

1.) Remove everything from the deck.
2.) With a hose, broom and some soapy water, wash n scrub your deck clean.
3.) Clear drains & scuppers of debris, flush out with water.
4.) Don't direct a strong stream of water at the wall to deck areas, water can get in behind some rain barriers.
5.) Let the deck dry. Carefully inspect the deck surface for signs of wear, cracks, nail pops, rusted flashings, peeling paint etc. 
6.) Any symptoms described above may require further inspections and repairs.

Oceanside "Remodel" Gets Mer-Kote Tile Deck Waterproofing

 

A home being built by the ocean gets hit with more weather than most; wind driven rain, salt laden fog, high UV from the sun, these all severely test the Weather Resistant Barrier (WRB) that protects a home from moisture.

Our latest job on an ocean side home is in the quaint town of Cayucos on the Central Coast of CA. While loosely termed a remodel, this home is being rebuilt to be an Italian style villa, complete with multiple viewing decks and a very large ocean view deck over living space.

Failure is not an option when it comes to waterproofing decks over living space. After all finishes are in and the house is complete, a water leak will cause major problems for all involved.

Crizer Construction of Los Osos had previously hired another competitor to waterproof the decks. They had installed a lot of copper flashings, and a new as yet unproven system. During the course of construction it became rapidly apparent that the system was not going to last through the construction phase. Coatings peeled off the copper, seams of plywood split the coating in the field. The contractor was removed from the after repairs failed again.

Enter the "Deck Experts" . Crizer Construction contacted us to inspect and provide a bid for the waterproofing. With the knowledge that the decks were to be getting tiled, we specified the Mer-Kote ARC Tile deck waterproofing system from Parex/LaHabra Mer-Ko. ARC waterproofing is ICC-ES approved for use under tiled decks. The decks were flashed again with copper after a mortar bed was poured. We then waterproofed the flashings and deck with ARC liquid applied waterproofing. Covering the decks with a layer of cement to protect the waterproofing, the home is now dried in for the interior finishes to be installed.

Although many past codes and standards have addressed building construction, building features, fire protection systems, fireground operations, and past building failures, how will the new codes and standards impact future tactical operations and firefighter safety? In the International Code Council (ICC) International Building Code (IBC) and International Fire Code (IFC) (2012 editions) and in several new National Fire Protection Association (NFPA) standards, the code and standard changes include new additions, changes in application, modifications, clarifications, special significance, and code section deletions. In the code highlights below, underlining indicates changes to the previous edition of the code or standard. Below are some significant approved code and standard amendments that will influence emergency tactical operations.

 
 
Examination of Fire Escapes (IFC Section: 1104.16.5.1/Change type: New)
Fire escape stairs and balconies shall be examined for structural adequacy and safety, in accordance with section 1004.16.5, by a registered design professional or others acceptable to the fire code official every five years, or as required by the fire code official. An inspection report shall be submitted to the fire code official after such examination.

Code enforcement plays a key role in ensuring that the exterior life safety evacuation and firefighter access stairs are maintained.

Tactical considerations. If you have ever studied for a promotional test, you have encountered numerous firefighting authors warning you about the dangers of operations on a fire escape. "Never stand below the access ladder when it is released because you don't know the last time it was serviced or operated. It may be corroded and susceptible to failure, placing you in harm's way." This is a typical passage in these books and probably has also appeared in Fire Engineering.

The fire service has known the dangers of operating on these fire escapes, but emergency operations require us to operate with some element of risk, and when it comes to accomplishing the required tasks, ICs often have no choice but to rely on fire escapes for operations or occupant evacuation.

With this code requirement, building owners are now responsible for having trained and certified engineers evaluate and ensure the fire escape's safety and submit reports with the local jurisdictions to ensure compliance. This is a great example of the codes ensuring a safer work environment for our members by specifically requiring that certified personnel inspect elements of our work environment.


 

ASTM Fire Committee Approves NEW Deck Structure Fire Test Response Standard

A new test method is the latest in a series of ASTM International standards being developed to address the protection of exterior portions of structures during fires. The new standard, ASTM E2726/E2726M, Test Method for Evaluating the Fire-Test-Response of Deck Structures to Burning Brands, is being developed by Subcommittee E05.14 on External Fire Exposures, part of ASTM International Committee E05 on Fire Standards.

"This standard will assist building code officials, manufacturers and home owners in assessing the fire performance of decking materials," says Paul Hough, manager of product fire performance, Armstrong World Industries, and an E05 member. The test in ASTM E2726/E2726M simulates a deck exposed to burning embers on the upper horizontal surface.

"Building regulators, especially California state fire marshals, have been looking for this type of standard for several years," says Hough, who notes that ASTM E2726/E2726M has its origins in a standard that had been included in California regulations.

"ASTM E2726/E2726M is in response to the growing urban wildland fire concern in many states," says Hough. "Hopefully, this will be one of many new exterior fire exposure standards from E05.14."

Hough invites all interested parties to join the subcommittee as it continues its work developing standards for other external building assemblies.

Significance and Use

This test method is intended to establish the test protocol for decking materials and systems. This test method is intended to address a fire caused by exterior sources that involves the upper surface of the deck or structure.

This test is a practical assessment of fire-test-response characteristics under a prescribed fire loading. This test method is a variation of Test Method E108.

1. Scope

1.1 This test method determines the fire-test-response characteristics of deck structures attached to or in close proximity to primary structures. The burning brand exposures test is intended to determine the surface spread of flame and degradation modes of decking materials when exposed to a burning brand on the upper surface of a deck structure.

1.2 The use of paints, coatings, stains, or other surface treatments for fire protection purposes are beyond the scope of this test method. This test method excludes the use of paints, stains, or coatings for this fire-test-response determination.

1.3 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard.

1.4 This standard is used to measure and describe the response of materials, products, or assemblies to heat and flame under controlled conditions, but does not by itself incorporate all factors required for fire-hazard or fire-risk assessment of the materials, products, or assemblies under actual fire conditions.

1.5 Fire testing of products and materials is inherently hazardous. Adequate safeguards for personnel and property shall be employed in conducting these tests.

1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.
