How Much Will the New, Expanded Local Law 11 Inspections Cost Boards?

April 24, 2014 — Following a recent fatal accident involving the failure of a high-rise balcony, the well-known Local Law 11 (LL11) was updated to include not simply façade inspection every five years but also inspection of the railings on balconies, terraces, roofs and even some fire escapes. So just how much will this expanded LL11 — now called the Façade Inspection and Safety Program (FISP) — cost condo and co-op boards?

It's difficult to estimate the added costs of the new LL 11, a.k.a. FISP, saysStephen Varone, president of Rand Engineering & Architecture.

Bill Leys Presents Seminar at JLC Live in Providence RI

Our seminar is scheduled and ready to start!

Over 30 east coast contractors from New Jersey, Maine, Rhode Island, Massachusetts New Hampshire and New York filled the room at the Rhode Island Convention Center on Thursday March 20 to hear me present a 3 hour seminar on Best Construction Practices in Building and Waterproofing Decks.

Attendees learned about the various Division Seven Pedestrian Traffic Coatings available, their differences, pro's and con's and how to select the proper system for the job at hand.

The Powerpoint based seminar also reviewed construction methods for building a decks framing and substrates for tile and pedestrian coatings.

Several editors from Hanley Wood's JLC magazine also sat in on the presentation.

The presentation at JLC coincided nicely with the publication of the new issue of JLC, which featured our new article on deck drains and scuppers.

I received a nice round of applause  at the end of the session. I thank the attendees and JLC Live staff, especially Julie Clifford and Olivia Espinosa for having me at JLC in Providence! I hope to see you at JLC in Portland again next year.

They are ones we had bid on to build originally, but didn't get—probably because we had priced the jobs to use the best materials available and install them correctly.

Did A lack of Waterproofing on Elevated Concrete Walkway Cause the Failure That Killed a Firefighter?

I have to wonder after reading this article at D&D Durability & Design

"Significant deterioration, weathering and corrosion caused a walkway collapse that killed a firefighter last month at the University of Missouri, engineers have found.

A "concrete shear failure" was responsible for the collapse of an elevated exterior walkway Feb. 22 at the University Village housing complex in Columbia, MO, according to a recent report by structural engineers, authorities and local news outlets.

A 23-year veteran of the Columbia Fire Department died while working the accident scene."

“In general, the walkway support beams, metal deck and concrete slab were all found to be significantly deteriorated,” structural engineer Patrick Earney, PE, wrote in the report.

That sounds like a lack of waterproofing to me, even without reading the report completely.
